Neutral characters are those who have not yet been forced or do not wish ever to choose a side in the brewing wizarding war. They very well could care less what happens to the wizarding world or they're simply too afraid to get involved. If a takeover occurs, surely these characters will have to go on the run just as The Order will, or set themselves up for being killed for not choosing the side of darkness. Few characters will stay Neutral for long as eventually it will come to choosing sides or fleeing, though for now neutral characters are probably the majority in the world.
